Why the price paid matters, not the claim
Under the old 1986 Act, jurisdiction depended on the value of the goods plus the compensation claimed. The 2019 Act changed this to the value of goods or services paid as consideration. So a buyer of a ₹60,000 phone who claims ₹5 lakh as compensation still files before the District Commission and pays no fee. Inflating the claim no longer moves the case to a higher commission.
Territorial jurisdiction
A District Commission can hear your complaint if the opposite party resides or carries on business in its area, if the cause of action arose there, or if you reside or personally work for gain there. For most Delhi residents this means filing before the district commission for their own area, whatever the seller’s location.

Frequently asked questions
How is consumer court fee calculated?
The fee depends on the value of the goods or services you paid for, under Rule 7 of the Consumer Protection (Consumer Disputes Redressal Commissions) Rules, 2020. It is nil up to ₹5 lakh and rises in slabs to ₹7,500 above ₹10 crore. Enter the amount paid in the checker to see your fee.
Which consumer commission should I approach?
The District Commission hears complaints where the price paid is up to ₹50 lakh, the State Commission above ₹50 lakh up to ₹2 crore, and the National Commission above ₹2 crore.
Is jurisdiction based on the compensation I claim?
No. Under the Consumer Protection Act, 2019, jurisdiction and fee both depend on the value of goods or services paid as consideration. A large compensation claim on a small purchase still goes to the District Commission.
Can I file in Delhi against a company based in another state?
Yes. Section 34(2) allows you to file before the District Commission where you live or personally work for gain, even if the company is based elsewhere.
What is the time limit for a consumer complaint?
Two years from the date the cause of action arose, under Section 69. The commission may condone delay if you show sufficient cause.
How do I pay the consumer court fee?
Fees are paid online on the e-Jagriti portal while filing, or as directed by the commission when filing in person.
